Scams to Avoid: The 'Release Fee' Before Withdrawal and Other Traps
If anyone tells you to send money in order to receive your withdrawal, you are being scammed: a payout never depends on a fresh payment from you. The demand goes by many names, such as release fee, clearance, tax, unlock or channel fee, and it is the most damaging trick aimed at Filipino players because each payment leads to a larger one. This page explains the pattern, the wider family of scams around it, and the reporting route. PHMACAO is an independent guide; it is not a casino, receives no deposits, hosts no games, and is intended for people aged 21 and above.
Anatomy of a Release-Fee Scam
It starts with a balance that looks real. You may have been steered to a site by an advert or a contact, deposited a small amount, and watched it grow, sometimes helped by a 'jackpot' that arrives suspiciously early. On a fake platform the balance is only a number the scammer types in.
When you ask to withdraw, the request is 'frozen'. A support chat explains that a charge must be settled first and that it cannot be taken from your balance. You pay. A new obstacle appears: a tax certificate, an anti-money-laundering deposit, a fee to upgrade your account level, a penalty for entering the wrong account number. Each amount is larger than the last, and each comes with a deadline. The balance on screen is the bait that keeps you paying. It ends when you run out of money or stop.
Why a Genuine Payout Does Not Work That Way
At a licensed operator, a withdrawal either meets the published conditions or it does not. If identity checks are incomplete, you are asked for documents, not money. If a bonus turnover rule is unmet, the request is declined until it is met. Where an operator charges a withdrawal fee, that fee is set out in its cashier page and comes out of the amount being paid. None of those situations involves you transferring cash to an individual's e-wallet or bank account to 'unlock' anything.
What They Say, Why It Is Untrue, What to Do
| The claim | Why it is false | What to do |
|---|---|---|
| 'Pay the release fee and your winnings are sent at once.' | A payout does not require an inbound payment; the fee is the scam | Pay nothing. Stop replying and save the chat |
| 'Tax must be paid in advance to our finance officer.' | No legitimate process collects tax into a personal wallet through a chat | Refuse. Check the operator against PAGCOR's list |
| 'The fee cannot be deducted from your balance.' | This line exists only because the balance is not real money | Treat it as confirmation of fraud |
| 'Your account is frozen for a wrong account number. Deposit to unfreeze.' | Correcting details never costs a deposit | Do not pay. Report the receiving account to your e-wallet |
| 'Upgrade to VIP level to unlock withdrawals.' | Withdrawal rights are not sold in tiers | Leave the platform |
| 'Pay within 30 minutes or the funds are forfeited.' | Deadlines are pressure, not policy | Take your time. Nothing real is being lost |
Scams That Travel With It
- Task and 'recharge' schemes that begin as paid likes or reviews and move you onto a betting-style platform.
- Romance or friendship contacts who introduce a 'sure' gaming site after weeks of conversation.
- Look-alike websites using a real operator's name on a different address.
- Fake agents on messaging apps who offer to deposit for you.
- Recovery services promising to get lost money back for a fee paid up front. This is the release fee again in another form.
What Real KYC Never Asks For
Know-your-customer checks are a licence requirement, and at a legitimate operator they take place in your account area. They involve documents. They do not involve the items below.
- Any payment, 'test transfer' or refundable deposit to verify identity.
- The one-time code your wallet or bank sends you.
- Your MPIN, card security code or online banking login.
- A video call in which you are told to open your banking app.
- Installation of a screen-sharing or remote-control app.
- Documents sent to a personal chat account.
Reporting: Four Steps in Order
- Operator support. If the name of a real operator was used, contact that operator through its official website and ask whether the site and the account are theirs.
- E-wallet in-app help. Open the help centre inside your wallet app and report each transfer as a scam, with reference numbers and the recipient's details. Do it the same day.
- PAGCOR. Use the complaint channel published on pagcor.ph to report an unlicensed site or a problem with a licensed one.
- PNP Anti-Cybercrime Group or NBI Cybercrime Division. Both accept reports; use the contact routes on their official websites.
No phone numbers are printed on this page. Take them from the official sites only, because fake 'hotline' numbers are part of the recovery scam. Keep screenshots, reference numbers, amounts in ₱ and the addresses of the sites involved.
One Rule to Remember
Money flows one way in a withdrawal: from the operator to an account in your name. The instant the direction reverses, stop. Losing the amount already sent is painful, but it is the smallest loss still available.
Frequently Asked Questions
They say the fee is refundable. Does that make it safe?
No. 'Refundable' is added to make paying feel free. The refund never arrives and a further charge follows.
Do licensed operators ever charge withdrawal fees?
Fees are set by the operator, so read its cashier page. A genuine fee is disclosed there; it is not demanded through a chat as a separate transfer.
I have already paid twice. Should I pay the last one to get everything back?
No. There is no last one. Stop now, report each transfer through your e-wallet's in-app help, and follow the reporting steps.
Can PHMACAO recover my money?
No. We are a guide and have no access to any operator, wallet or account. Anyone offering paid recovery in our name is not us.
How do I know the site was fake?
Search for the operator and domain on the list PAGCOR publishes at pagcor.ph. If neither is there, treat the site as unlicensed.
