How We Review: The PHMACAO Method for Slots and Jackpot Operators
A PHMACAO review is a description of what a PAGCOR-licensed operator publishes about itself, tested against eight fixed checks. It is not a rating, and nothing on this site places one operator above another. PHMACAO is an independent guide for readers aged 21 and over. It is not a casino, it never handles deposits, and no games are hosted here.
The Eight Checks
The same list is applied every time, in the same order. If an operator fails the first two, we stop, because nothing further down the list can make up for it.
- Licence trace. The operating company appears on the list of licensed operators that PAGCOR publishes on pagcor.ph.
- Domain match. The web address in question is one tied to that operator, not a similar-looking one.
- Withdrawal terms. The conditions for cashing out, including identity checks and any turnover rule, are written down and findable before signing up.
- Bonus wording. Wagering multiples, game restrictions, bet caps and expiry are stated next to the offer, not buried elsewhere.
- Fee and limit disclosure. Minimums, maximums and charges are visible in the cashier. Those figures are set by the operator, so we refer to them and do not reprint them.
- Jackpot and RTP information. Each game's info screen shows its paytable and published return, and jackpot rules explain how a pool is funded and won.
- Limit-setting tools. Deposit caps, time-outs and self-exclusion exist and can be found in account settings.
- Complaint path. The site explains how to raise a dispute and names the regulator.
What Can Be Confirmed, and What Cannot
| Subject | Can we verify it? | How you can check it yourself |
|---|---|---|
| Presence on PAGCOR's list | Yes, on the date we look | Search the list on pagcor.ph |
| Content of terms and bonus rules | Yes, as published | Read the operator's terms page |
| Displayed RTP and paytables | Yes, as displayed in the game | Open the info button inside the game |
| Actual payout speed | No | Set by the operator. Check its cashier page |
| Whether a jackpot will pay you | No | No one can; outcomes are random |
| How a dispute will end | No | Follow the operator's complaint path, then PAGCOR's |
| Safety of an app file | No | Prefer the mobile website; see our app safety page |
General facts about payment rails are a different matter and can be stated plainly. InstaPay moves money in real time and has a per-transaction cap. PESONet is batched and settles on banking days. How an operator uses either is its own decision.
Commercial Disclosure
PHMACAO may earn a commission when a reader follows certain links and opens an account; those are partner links. No payment changes the wording of a review. An operator cannot buy a kinder description, the removal of a warning, or an exemption from any of the eight checks, and declining to partner with us has no effect on how an operator is described.
What You Will Not Find Here
- Star ratings, percentages or 'top ten' tables.
- Claims that we played, deposited or withdrew at an operator.
- Named reviewers with invented credentials.
- Predictions about which slot or jackpot is due.
- Operator payout times, bonus sizes or licence numbers copied into our pages.
When a Page Changes
Every page shows the date it was last modified. A review is revisited when an operator's published terms change or when its status on PAGCOR's list changes, and the date is updated at the same time. Because lists and terms move, treat any review as a starting point and repeat the first two checks yourself on the day you intend to sign up.
Frequently Asked Questions
Why eight checks and not a score?
A score suggests precision we do not have. Eight yes-or-no checks, each with a public source, can be repeated by any reader.
Does a partner link mean the operator is recommended?
No. It means we may be paid if you sign up. The description of that operator is produced by the same eight checks as any other.
Can PHMACAO tell me how fast a withdrawal will be?
No. Processing time is set by the operator and shown on its cashier page. We can only describe how the underlying payment rails behave.
What happens if an operator leaves PAGCOR's list?
It no longer passes the first check, and the page is revised to say so.
